Stormy December day.
The water is really trying to climb those stairs!
The water level was dropping, and the waves getting smaller. You can see how far they were washing up the grass earlier.

I think he was going to try kite surfing.
It was harder for the waves to reach this elevated section of the walkway.
Mind you, they had earlier done a good cleaning job here...
The gulls seemed to like daring the waves. That darker one would crouch down a bit and just let the waves go past him.
